Lets start with aligning our source apportionment studies with the 131 Non attainment cities' action plans as a first to tackle air pollution in India!
The CJI is right that the clean air slogan should not be a ceremeonial lipservice. Its time to look at hard solutions to the air pollution problem in India. The courts have given directions after consulting with experts for over a decade! Please follow them!
There are no quick fix to the air pollution hazard! Severe or very poor or poor should not be acceptable! The enabling orders of the apex court or NGT need to be utilised to the hilt by regulators and policy makers alike!
The SC's inclusion of educational institutions and industrial sheds within purview of EIA and the faith on SEIAA is welcome! But what happens to ongoing constructions who were exempted, especially as post facto clearance, is now prohibited by SC itself!
While the latest judgment on Pollution Control Boards powers to levy compensatory damages is a welcome step, the God will be in details of the rules! But one discreet observation to amend the Air Act and NGT Act to appeal under 31A now overturns the Sterlite judgment !
