सेंट स्टीफन हॉस्पिटल की बिलिंग का यह कैसा ‘चमत्कार’ है?

एक 11 वर्षीय बच्चे के बिल में Adult Diaper, बिना किसी ड्रेसिंग/घाव के Gauze & Dressing Pad, एक ही सामग्री की बार-बार एंट्री और डॉक्टर की अनुपस्थिति में भी उनकी विजिट फीस—मानो इलाज नहीं, बिल बनाने की प्रतियोगिता चल रही हो।

ऊपर से GST का अद्भुत गणित—एक जगह हर मद पर 0.00, और नीचे अचानक ₹202 GST! 45 घंटे से भी कम ठहराव के बावजूद 2.5 दिन का Room Rent, और डिस्चार्ज 01:19 PM पर, जबकि बिलिंग प्रिंट टाइम 08:34 PM—अर्थात मरीज चला गया, लेकिन बिलिंग की कहानी अभी लिखी जा रही थी।

और HDFC ERGO का भी कमाल देखिए—जिस DIAPER को अस्पताल स्वयं Refund कर चुका था, उसी मद पर बीमा कंपनी ने कटौती कर दी। क्या बिल पढ़े बिना कटौती की गई, या पढ़ने के बाद भी Refund दिखाई नहीं दिया?

यह केवल ₹450, ₹600 या ₹1,200 का प्रश्न नहीं है। यह बिलिंग की विश्वसनीयता, चिकित्सा पारदर्शिता और उपभोक्ता के अधिकारों का गंभीर प्रश्न है।

वीडियो में मेरे द्वारा “चोर” और “चोरबाज़ारी” जैसे शब्दों का प्रयोग इन दस्तावेजों में दिखाई दे रही कथित गंभीर अनियमितताओं के संदर्भ में मेरे आरोप, आक्रोश और विरोध की अभिव्यक्ति के रूप में है। इसे किसी व्यक्ति के विरुद्ध न्यायालय द्वारा सिद्ध अपराध का निष्कर्ष न माना जाए।

मेरा सवाल बिल्कुल सीधा है—यदि बिलिंग पूरी तरह सही है तो हर मद, हर तारीख, हर विजिट, हर Refund, हर GST प्रविष्टि और हर कटौती का दस्तावेजी हिसाब सार्वजनिक करने में परेशानी क्या है?

यदि कोई त्रुटि हुई है तो उसे स्वीकार कर जिम्मेदारी तय की जाए और गलत वसूली वापस की जाए। यदि सब कुछ नियमानुसार है तो संबंधित दस्तावेज सामने रखकर तथ्यों से जवाब दिया जाए।

मेरा उद्देश्य किसी व्यक्ति की मानहानि या उसकी प्रतिष्ठा को अनुचित रूप से क्षति पहुँचाना नहीं है। मेरा उद्देश्य उपलब्ध दस्तावेजों में दिखाई दे रही कथित बिलिंग अनियमितताओं पर जवाबदेही, पारदर्शिता और उचित कार्रवाई की मांग करना है। संबंधित पक्ष को अपना स्पष्टीकरण देने का पूरा अधिकार है।

और यह मामला यहीं समाप्त नहीं होगा। आवश्यकता पड़ने पर बिल, संशोधित बिल, Approval Sheet, Refund Records, Billing Records तथा संबंधित प्रक्रिया से जुड़े अभिलेखों के संबंध में RTI एवं अन्य वैधानिक माध्यमों से जवाब तलब किया जाएगा।

इलाज के नाम पर अगर बिलिंग में ‘रचनात्मक लेखन’ हुआ है, तो अब उसका संपादन उपभोक्ता नहीं—कानून और दस्तावेज करेंगे।

सवाल सीधा है—बिल सही है तो हिसाब देने में डर कैसा? और अगर बिल में कोई गड़बड़ी नहीं है, तो दस्तावेज सामने रखने में हिचक कैसी?

Mira Road: A 14-year-old boy, Saurabh, died after falling from a bike and being run over by an RMC truck.

We had warned @NHAI_Official about this exact dangerous location on August 18 and had been following up since June over potholes, open drains and inadequate safety measures. Many Accidents has happened in this stretch due to inadequate safety measures.

NHAI cannot ignore such warnings and escape accountability. An FIR must be registered against NHAI Project Director Thane Mr. Suhas Chitnis and Contractor Nirmal BuildInfra for alleged negligence and poor road construction.
