NCAER convened a National Workshop on the “Assessment of Indirect and Intangible Benefits of Irrigation Projects” in collaboration with the Central Water Commission (CWC), Ministry of Jal Shakti, on March 17, 2026 at the NCAER campus.
Experts from 20 States and Union Territories participated and deliberated on ways to strengthen appraisal frameworks to better capture the indirect and intangible benefits of irrigation projects.

NCAER, in collaboration with the CWC, organised the Southern Regional Workshop on the Assessment of Indirect and Intangible Benefits of Irrigation Projects on 20th February 2026 in Bengaluru.
The workshop brought together officials and distinguished participants from the four states (Andhra Pradesh Karnataka, Kerala, Tamil Nadu and Telangana), CWC and NCAER, to deliberate on the indirect and intangible benefits of irrigation projects.

The NCAER, in collaboration with the CWC, organised Eastern Regional Workshop on the “Assessment of Indirect and Intangible Benefits of Irrigation Projects” on February 13, 2026 in Guwahati.
The workshop brought together officials from the Brahmaputra Board, CWC and NCAER, along with distinguished participants from NITI Aayog and state-level irrigation departments from Assam, Bihar, Jharkhand, Odisha and Manipur, to deliberate on the indirect and intangible benefits of irrigation projects.

The debate on irrigation must move beyond slogans to evidence. The question is not whether dams should exist, but how they are designed, managed and governed to ensure inclusive, sustainable outcomes.

NCAER faculty members, @sauban_10 and @joshi_ljoshi argue that the real issue isn’t ideology, but performance: How well do dams deliver — and for whom? India needs better-performing irrigation systems, evaluated over their full lifecycle.

Despite the strengthening of gram panchayat finances through successive Finance Commission grants, deep-seated institutional constraints persist.

NCAER research staff members @sauban_10, @joshi_ljoshi & @Bharadwaj_C14 based on a study of over 500 gram panchayats, show that while Finance Commission grants have significantly strengthened local finances, their transformative potential remains uneven.
