2. The redundancies weren't voluntary

@UnityHoward @savetheprs @HelenWoodley I agree - non-maintained, unregulated #AlternativeProvision is very poor. @Ofstednews data indicates that PRUs are the best provision overall. #FreeSchools are not the same quality - for AP or #SEND. It is therefore madness that some LAs are closing PRUs. #savetheprs
