اعلامیه شورای هماهنگی نمایندگی‌های دیپلماتیک افغانستان درباره قرارداد احتمالی استخراج معادن میان قزاقستان و طالبان

۱۸ جولای ۲۰۲۵

شورای هماهنگی نمایندگی‌های دیپلماتیک جمهوری اسلامی افغانستان نگرانی جدی خود را نسبت به گزارش‌ها درباره توافق احتمالی استخراج معادن میان قزاقستان و طالبان ابراز می‌دارد.

طالبان یک گروه غیرقانونی، فاقد مشروعیت داخلی و بین المللی و ناقض حقوق اساسی مردم افغانستان است. آنها با ملغی ساختن قانون اساسی افغانستان و تمام قوانین و طرزالعمل های معادن و منرال های کشور نمیتوانند چنان تصمیمی را بالای افغانستان تحمیل کنند. هرگونه قرارداد اقتصادی با این گروه، خطر همدستی در غارت سرمایه های ملی، نقض حقوق بشر، پولشویی، فساد مالی و تضعیف حقوق بین‌الملل را در پی دارد.

منابع طبیعی کشور از آنِ مردم افغانستان است و باید تحت حاکمیت یک دولت مشروع و قانونمند مدیریت شود. ما از دولت قزاقستان می‌خواهیم از هرگونه همکاری اقتصادی با طالبان خودداری نموده و از تلاش‌ها برای صلح و ایجاد حکومت مشروع بر اساس رای مردم در افغانستان حمایت کند.

The 75th Session of the UNHCR Executive Committee started today.
The situation of Afghanistan 🇦🇫 refugees, IDPs is one the world's most pressing challenges and hopefully among priorities.
Since 2021 & Taliban’s military takeover, appx 8 million citizens of Afghanistan left the country. 1/4th of the nation.. one of the largest exodus in human history. Let’s ponder.. Why? this is not just a number!!! It’s human beings, prosecuted, disappointed and despaired.

Each of the three problems, which @WFPChief points out, can easily be addressed:

1. Conflict
2. Climate change
3. Food insecurity

The resolution of this and other conflicts immediately provides the resources to address climate impact and food insecurity. But are competing and hostile member-states of the @UN willing to put an end to protracted conflicts of geopolitics?

Another major win for the Afghan women: Landmark interpretation by the EU Court of Justice @EUCourtPress, ruling in a case referred to them by Austria @MFA_Austria that nationality and gender "in respect of women" alone can constitute acts of persecution under the Taliban's gender apartheid regime.

Thus, all EU member-states are "entitled to consider granting asylum to Afghan women" on account of their nationality and gender. The next step is to ensure that the member-states will honor this ruling consistent with the peculiarity of the world's only gender apartheid in Afghanistan.

Here, UNHCR @Refugees and related EU bodies can help advocate accordingly, ensuring that Afghan women are granted asylum on account of nationality and gender when/if they apply for protection.
