Bigger highways bring noise, air pollution, physical displacement, sprawl, and other ills. They maybe move traffic faster for 5 years. The main tool we continue to lean on to improve mobility and accessibility often makes things worse instead of better.

It's a surprise more utilities aren't on variable rates, although it seems like major renewable deployments might soon bring a big supply side component into what used to be primarily a demand management policy.
