@cityofmelbourne Quick idea - why not utilize undercover multi-level car park facilities at night time as ad-hoc overflow homeless shelters - block off a higher floor / retrofit heaters on the roof / roll out mats on each space / each space becomes a sleeping area essentially. Where’s your plan?
