The CSS Forum appreciates @DoPTGoI for completing 60 Cadre Reviews of Central Group ‘A’ Services.

However, while CSS officers across Government tirelessly support administrative reforms and Cadre Reviews of other services, their own Cadre Review has remained pending for over 8 years.

The 4th CRC was constituted in October 2022, when the review was already delayed by four years. Even after 47 months, its report remains pending, resulting in an unprecedented consolidated delay of 95 months (2,892 days).

Is this not a classic case of “चिराग तले अंधेरा”?

Those who help make reforms happen across Government deserve meaningful reform within their own cadre too. अक्तूबर 2022 में कैडर रिव्यू कमेटी गठित की गई। सितंबर 2026 तक यानी 47 महीने से रिपोर्ट पेंडिंग है। 1431 दिन से हो रहा इंतजार।

There are many solutions to a problem when there is a will to do so and similarly there could be many ifs and buts if not interested. CSS Officers are demanding what is their due, not anything in access.

Sad how @DoptGoI has normalized delay in promotion of CSS officers, who are considered backbone of the Central Govt, to such an extent, that asking for it even long after it's due would quickly brand you impatient/defiant.

ASO of 2013 batch is eligible for promotion to SO w.e.f. 01.07.2022. 1533 posts of SOs are vacant in CSS. Eligible Employees requesting @DoPTGoI since July, 2022. No action taken by DoPT and no timeline for filling up these vacant posts.

Getting due promotion from @DoPTGoI is literally an uphill task for CSS officers. Persistent efforts are a must!

Left unchecked, DoPT will stay in its usual mode of inaction. Delay in promotion by years is the standard set by it after all!
