Subject: Request to Amend Odisha Engineering Service Rules 2023 and Cancel GATE-Based AEE Recruitment
Respected Sir,
We, the aspiring engineers of Odisha under Odisha Graduate Engineers Forum, respectfully submit this letter to bring to your kind attention our deep concern regarding the ongoing recruitment process for Assistant Executive Engineers (AEE) and the Odisha Engineering Service (OES) Rules 2023.
We would like to highlight the following issues:
1. The ongoing AEE recruitment is being conducted based on GATE scores, which we believe deviates from the fair and transparent recruitment practices traditionally followed by the Odisha Public Service Commission (OPSC).
2. The inclusion of GATE as a criterion in the Odisha Engineering Service Rule 2023 has resulted in the exclusion of many capable and deserving aspirants who prepare rigorously for written examinations conducted by OPSC.
3. Notably, OPSC continues to conduct written examinations for other engineering posts such as Polytechnic Lecturers, Panchayati Raj AEEs, MVIs, and others. This inconsistent approach raises serious concerns about fairness and equal opportunity.
In light of the above, we earnestly request your kind intervention to:
Cancel the ongoing AEE advertisement being conducted through the GATE-based method;
Amend the Odisha Engineering Service Rule 2023 to remove GATE scores as a selection criterion;
Direct OPSC to conduct a written examination for AEE recruitment to ensure transparency and equal opportunity for all aspirants.
We are confident that under your leadership, justice will prevail and a fair recruitment process will be reinstated. We sincerely hope that you will consider our appeal and take prompt action in the interest of 30000 engineering aspirants across Odisha.

GATE is an all-India level examination, which opens the door for candidates from other states to take Odisha’s posts.
This reduces opportunities for Odia engineers and goes against the spirit of “Odia Ashmita.”

The Odisha government proudly removed application fees for state recruitment.
But GATE still requires ₹1800, which many poor Odia students simply cannot afford.
This creates unfair economic barriers.
