🇺🇸👀 The US has introduced an updated version of the Graham sanctions bill against Russia.
The document, according to Reuters, proposes a relaxation of several provisions compared to the original version.
According to the new version, the maximum tariffs that can be imposed on third-country buyers of Russian oil and gas will be reduced.
For the five largest buyers of Russian oil, the tariff will be reduced to 100%, instead of the previously proposed 500% for all countries. The largest buyers of Russian oil are China, India, Slovakia, Hungary, and Azerbaijan.
The bill also provides an exemption for countries that import less than 15% of Russian natural gas and take significant steps to reduce these supplies. Japan, France, Hungary, and Belgium could fall under this category.
Furthermore, the new version of the bill imposes sanctions on Russia's "shadow fleet" of tankers, Russian financial institutions, including the Central Bank of the Russian Federation, and major state-owned energy projects, including Yamal LNG, Arctic LNG 1, Arctic LNG 2, and Arctic LNG 3.
The bill also contains a provision allowing Trump to waive sanctions if he deems it necessary in the interests of US national security.

NEW: Estonia has disclosed that for the first time, Russia conducted a live-fire military exercise on Lake Peipus without providing any prior notification to Estonian authorities, marking an unprecedented departure from previous practice along the shared border.
The exercise took place on July 9 on the Russian side of Lake Peipus, Europe's fifth-largest lake, through which the border between Estonia and Russia runs. According to Estonian officials, Russian forces fired at moving targets on the water, something that had never previously been observed on the lake.
Estonian Defense Minister Hanno Pevkur described the exercise as highly unusual, noting that Russian border forces had never before conducted weapons drills on Lake Peipus. He suggested the training may have involved countering naval drones.
Estonia's Police and Border Guard Board confirmed that no advance warning was received from Russia before the live-fire drill, despite authorities monitoring the activity throughout. While Russia has previously carried out military exercises near the land border, officials stressed that conducting a live-fire exercise on the lake itself and doing so without notification represents a notable change in Russian military behavior.
So Kyiv was spared the worst with some anti ballistic air defence having appeared since the previous attack.
Nonetheless there was at least one direct hit, debris falling elsewhere and still smoke hanging over Ukraine's capital this morning.

For the 22nd time during the military conflict, the Zaporizhzhya NPP briefly lost all off-site power today, after the disconnection of its sole remaining power line, the 330 kV Ferosplavna-1.
Although the disconnection was reportedly caused by thunderstorms, it once again highlights the fragility of the electrical grid and the need to strengthen the off-site power situation at the plant, DG @rafaelmgrossi says.
