@WatchChad A plea offer needs to be extended first. We have no idea if that was even on the table. The State does not have to provide a plea option, and sometimes they won’t, especially if they feel they have a strong case to take to trial.

The absence of a Palestinian state before 1917 was primarily because the region had been integrated into the administrative structure of the Ottoman Empire for hundreds of years.
