No! This was the city of Medina, where the first Islamic state was established. The people of Medina, known as the Ansar, embraced Islam and offered full support to prophet mohmmad, peace be upon him. The Ansar allowed Jewish communities to reside in areas in Medina; they were anticipating the arrival of the Prophet of God, but out of arrogance, they didn't embrace Islam because the Prophet Muhammad wasn't from their tribe. So they were offered the chance to live in the state according to their teachings, but they tried to make a move; they thought they were powerful enough with the enemies of the state to stage a coup. Like before, when they killed John the Baptist and his father, or when they tried to kill Jesus, son of Mary, peace be upon them, they thought that if they killed them, then surely they are not prophets of God. But God disgraced them for their treason. This happened many years after the state was established. They were given many opportunities to obey god or, at the very least, behave in society, but they chose evilness and they were held accountable.
