Subject: Request for an independent inquiry into alleged irregularities and violations of the Animal Birth Control (ABC) Rules in Bilaspur Municipal Corporation.
Sir,
I am submitting this complaint seeking an independent inquiry into serious irregularities, negligence, and alleged violations of the Animal Birth Control (ABC) Rules, 2023 in the implementation of the ABC Programme under the Bilaspur Municipal Corporation.
𝗙𝗼𝗿 𝘀𝗲𝘃𝗲𝗿𝗮𝗹 𝘆𝗲𝗮𝗿𝘀, 𝘀𝗲𝗿𝗶𝗼𝘂𝘀 𝗻𝗲𝗴𝗹𝗶𝗴𝗲𝗻𝗰𝗲 𝗵𝗮𝘀 𝗮𝗹𝗹𝗲𝗴𝗲𝗱𝗹𝘆 𝗰𝗼𝗻𝘁𝗶𝗻𝘂𝗲𝗱 𝗶𝗻 𝘁𝗵𝗲 𝗔𝗕𝗖 𝗽𝗿𝗼𝗴𝗿𝗮𝗺𝗺𝗲. Similar complaints were made during the tenure of 𝗗𝗿. 𝗞𝘂𝗹𝗱𝗲𝗲𝗽 𝗣𝘂𝗻𝗶𝗮, when dogs reportedly died due to negligence. 𝗧𝗵𝗼𝘀𝗲 𝗰𝗼𝗺𝗽𝗹𝗮𝗶𝗻𝘁𝘀 𝘄𝗲𝗿𝗲 𝘀𝘂𝗯𝗺𝗶𝘁𝘁𝗲𝗱, 𝗯𝘂𝘁 𝗻𝗼 𝗲𝗳𝗳𝗲𝗰𝘁𝗶𝘃𝗲 𝗮𝗰𝘁𝗶𝗼𝗻 𝘄𝗮𝘀 𝘁𝗮𝗸𝗲𝗻. ⚠️
At present, the ABC project is reportedly being operated by 𝗦𝗶𝗱𝗱𝗵𝗶 𝗔𝗻𝗶𝗺𝗮𝗹 𝗪𝗲𝗹𝗳𝗮𝗿𝗲 𝗦𝗼𝗰𝗶𝗲𝘁𝘆, 𝘄𝗵𝗶𝗹𝗲 𝗗𝗿. 𝗔𝗻𝗷𝗮𝗹𝗶 𝗶𝘀 𝗰𝘂𝗿𝗿𝗲𝗻𝘁𝗹𝘆 𝗽𝗲𝗿𝗳𝗼𝗿𝗺𝗶𝗻𝗴 𝗔𝗕𝗖 𝘀𝘂𝗿𝗴𝗲𝗿𝗶𝗲𝘀. (𝗠𝗼𝗵𝗶𝘁 - 𝗽𝗿𝗼𝗷𝗲𝗰𝘁 𝗶𝗻𝗰𝗵𝗮𝗿𝗴𝗲)
The following serious violations have been observed and reported:
1. The 𝗿𝗲𝘃𝗶𝘀𝗲𝗱 𝗔𝗕𝗖 𝗺𝗼𝗱𝘂𝗹𝗲 𝟰. 𝟳. 𝟮𝟲
mandate that every animal mortality must be recorded and a 𝗽𝗼𝘀𝘁-𝗺𝗼𝗿𝘁𝗲𝗺 examination must be conducted. However, these mandatory procedures are allegedly not being followed. ⚠️
2. Healthy dogs are allegedly being housed with diseased dogs, despite the ABC Rules 𝗿𝗲𝗾𝘂𝗶𝗿𝗶𝗻𝗴 𝗰𝗼𝗺𝗽𝗹𝗲𝘁𝗲 𝘀𝗲𝗴𝗿𝗲𝗴𝗮𝘁𝗶𝗼𝗻. ⚠️
3. Dogs are allegedly being detained for 10–15 days 𝘄𝗶𝘁𝗵𝗼𝘂𝘁 𝗷𝘂𝘀𝘁𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻, whereas the prescribed release protocol requires release after recovery, ordinarily within five days. ⚠️
4. Mandatory records, registers, and display boards are allegedly not being maintained. ⚠️
5. 𝗧𝗵𝗲 𝗿𝗲𝗾𝘂𝗶𝗿𝗲𝗱 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗥𝗲𝗰𝗼𝗴𝗻𝗶𝘁𝗶𝗼𝗻 𝗖𝗲𝗿𝘁𝗶𝗳𝗶𝗰𝗮𝘁𝗲 (𝗣𝗥𝗖) 𝗶𝘀 𝗿𝗲𝗽𝗼𝗿𝘁𝗲𝗱𝗹𝘆 𝗻𝗼𝘁 𝗮𝘃𝗮𝗶𝗹𝗮𝗯𝗹𝗲 𝗮𝘁 𝘁𝗵𝗲 𝗔𝗕𝗖 𝗰𝗲𝗻𝘁𝗿𝗲. ⚠️
6. It is also being alleged that the operating organization has been blacklisted❓
Despite previous complaints regarding these irregularities, no action has allegedly been taken by 𝗠𝗿. 𝗣𝗿𝗮𝘃𝗲𝘀𝗵 𝗞𝗮𝘀𝗵𝘆𝗮𝗽, 𝗛𝗲𝗮𝗹𝘁𝗵 𝗢𝗳𝗳𝗶𝗰𝗲𝗿, Bilaspur Municipal Corporation, and 𝗠𝗿. 𝗞𝗵𝗮𝗷𝗮𝗻𝗰𝗵𝗶 𝗞𝘂𝗺𝗵𝗮𝗿, 𝗔𝗱𝗱𝗶𝘁𝗶𝗼𝗻𝗮𝗹 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻𝗲𝗿. Documentary evidence, including previous complaints is 𝗮𝘃𝗮𝗶𝗹𝗮𝗯𝗹𝗲 ✅
The Supreme Court has repeatedly directed that the Animal Birth Control Programme 𝗺𝘂𝘀𝘁 𝗯𝗲 𝗶𝗺𝗽𝗹𝗲𝗺𝗲𝗻𝘁𝗲𝗱 𝘀𝘁𝗿𝗶𝗰𝘁𝗹𝘆 𝗶𝗻 𝗮𝗰𝗰𝗼𝗿𝗱𝗮𝗻𝗰𝗲 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝘀𝘁𝗮𝘁𝘂𝘁𝗼𝗿𝘆 𝗿𝘂𝗹𝗲𝘀 and has emphasized that negligence in implementation cannot be tolerated.
In view of the above, the following action is requested:
1. Order an independent and impartial inquiry into the functioning of the ABC Centre in Bilaspur.
2. Suspend all officials and persons responsible, including those found prima facie responsible, until completion of the inquiry to ensure a fair investigation.
3. Take strict legal and departmental action against every individual found guilty of violating the ABC Rules or engaging in negligence.
4. Ensure that the ABC Programme in Bilaspur is implemented strictly in accordance with the Animal Birth Control Rules, 2023 and all applicable laws.
5. Fix accountability for the repeated failure to act on earlier complaints despite the availability of documentary evidence.
Necessary documents and evidence supporting these allegations can be produced before the competent authority during the inquiry.
