The Vice Chancellor of Indian Maritime University participated in a high-level meeting with the Vice Chancellor of Rashtriya Raksha University on 21 April 2026, following the inauguration of the MAHASAGAR Academy at RRU, Gandhinagar.

As part of the engagement, the Vice Chancellor delivered a Distinguished Guest of Honour Lecture at MAHASAGAR Academy 2026, reinforcing IMU’s role in advancing maritime education, research, and strategic capacity building.

Discussions focused on strengthening institutional collaboration through joint academic programmes, research initiatives, faculty exchange, and specialised training in areas such as marine informatics, maritime law, marine insurance, and maritime security. The collaboration also envisions structured programmes, case-based research, and skill development initiatives aligned with national priorities.

This partnership reflects a shared commitment towards MAHASAGAR Mutual and Holistic Advancement for Security and Growth Across Regions, contributing to India’s evolving maritime ecosystem. ⚓

The Valedictory Session of MAHASAGAR Academy 2026 marked the successful culmination of an enriching programme on maritime law, security, and governance.

Deliberations on Day 3 examined key dimensions of contemporary maritime security, including piracy and armed robbery in Asia through the ReCAAP framework, the legal regime of innocent passage under UNCLOS, and the UNODC’s interdiction-to-conviction approach.

Day 2 of MAHASAGAR Academy

Linking India’s ancient maritime legacy with future readiness, Dr. Malini V. Shankar, Vice Chancellor, IMU, called for a renewed national maritime consciousness anchored in capability and innovation.

She highlighted that advancing shipbuilding capacity and developing indigenous marine engines are central to achieving Atmanirbharta.

Beyond self-reliance and employment generation, she noted, a strong domestic shipbuilding ecosystem will elevate India’s strategic and economic standing as a trusted global maritime partner.

Day 2 | MAHASAGAR Academy

Continuing the academic discourse on the 2nd day of the MAHASAGAR Academy, Prof. (Dr.) Bimal N. Patel engaged with the cohort on “MAHASAGAR and UNCLOS: Collective Stewardship for Safe, Secure and Sustainable Ocean Governance.” He highlighted the contribution of the international community and underscored the importance of ocean governance founded upon mutual respect, collective responsibility, and shared stewardship.

Aligning the Academy with the vision of Hon’ble Prime Minister Shri Narendra Modi, he emphasised the active role of UNCLOS and its institutions, including ITLOS, ISA and IMO, along with other institutions and frameworks such as ATCM, the Arctic Council and RFMOs, in advancing the 21st-century maritime doctrine of MAHASAGAR. He further noted that such efforts contribute to the vision of Viksit Bharat as a Vishwamitra, with institutions such as Rashtriya Raksha University playing a meaningful role in the maritime domain.

Rashtriya Raksha University continues to emerge as a trusted and distinctive platform dedicated to the development of national, regional and international maritime experts, professionals and practitioners. Through its unique mandate and active contribution to legal and policy development, capacity building at the national, regional and international levels, and extensive research in maritime security, maritime law and polar law governance, the University is steadily strengthening knowledge, leadership and institutional excellence in the maritime sector.

Day 2 | MAHASAGAR Academy

The second day of the MAHASAGAR Academy brought together a rich spectrum of maritime thought through the sessions of Prof. Malini Shankar, Vice Chancellor, IMU; Prof. (Dr.) Bimal N. Patel, Vice Chancellor, RRU and Prof. James Kraska, Professor, US Naval War College. Together, the deliberations connected ocean governance, indigenous shipbuilding, maritime capacity building and contemporary legal-strategic challenges. The discourse reflected both depth of scholarship and practical relevance for the evolving maritime order.

Collectively, the sessions offered a balanced and intellectually compelling perspective on the future of the oceans grounded in homegrown industry, continuous legal policy development, and study and analysis of strategy for better orientation towards national and global responsibility.

From shared stewardship under UNCLOS to Atmanirbharta in shipbuilding and the legal complexities of present-day maritime tensions, Day 2 advanced a holistic vision of safe, secure and sustainable ocean governance.
It reaffirmed the MAHASAGAR Academy as a meaningful platform for balanced leadership, capacity building and development in the maritime domain.

The 1st edition of Mahasagar Academy 2026 was held at Rashtriya Raksha University, Gujarat, as a platform for capacity building, knowledge exchange and policy dialogue on maritime security and governance, aligned with the vision of MAHASAGAR – Mutual and Holistic Advancement for Security and Growth Across Regions.

Shri Satish D. Kamath, Principal Officer (I/c), Mercantile Marine Department Kandla, represented the Directorate General of Shipping at the programme and graced the occasion as Guest of Honour.

During the programme, he addressed the participants and shared insights on maritime governance and regulatory frameworks, reflecting the role of DG Shipping in strengthening India’s maritime ecosystem and contributing to governance in the Indian Ocean Region.

The inaugural day of the MAHASAGAR Academy closed with a clear strategic vision and shared maritime purpose, shaped by insights from Vice Admiral Biswajit Dasgupta, H.E. Judge Tomas Heidar, H.E. Judge Neeru Chadha, Ambassador Rena Lee, Rear Admiral Sritanu Guru, Shri Satish D. Kamath, and Prof. Bimal N. Patel.

Deliberations bridged policy direction, judicial clarity under UNCLOS, legal and regulatory frameworks, BBNJ implementation, and operational readiness, collectively reinforcing the need for sustainable ocean governance, capacity building, and future-ready institutions.

In distinguished guest of honour address, H.E. Judge Neeru Chadha (VP, ITLOS) outlined how the Tribunal’s prompt release and provisional measures under UNCLOS enable timely judicial intervention in urgent maritime disputes.

She highlighted their role in protecting rights, preventing escalation, and preserving the marine environment, while building a strong body of jurisprudence guiding States.

Her remarks highlighted ITLOS as a source of effective remedies, reinforcing trust in international adjudication and the centrality of the rule of law in ocean governance.

Rashtriya Raksha University and RRU Centre for Indian Ocean Legal Studies, was honoured to host Ambassador Rena Lee for a special session at the Mahasagar Academy on the implementation of the BBNJ Agreement.

In her address, Ambassador Lee underscored the key features of the BBNJ Agreement, describing it as a historic and significant milestone in the evolution of international law. She emphasised its role as a crucial implementing instrument under the United Nations Convention on the Law of the Sea (UNCLOS).

The BBNJ Agreement establishes a comprehensive framework to strengthen governance in areas beyond national jurisdiction, with the overarching objective of ensuring the conservation and sustainable use of marine biodiversity. @RenaLeeForICJ

Rashtriya Raksha University (RRU) launched the MAHASAGAR Academy, 20–24 April 2026, in pursuance of Hon’ble Prime Minister Shri Narendra Modi’s @narendramodi MAHASAGAR vision “Mutual and Holistic Advancement for Security and Growth Across Regions.”

As Raksha Gyan Setu, RRU’s MAHASAGAR Academy will provide an inclusive platform for developing maritime thinkers, maritime practitioners and maritime institutions that can act with clarity, speed, legal precision and strategic purpose. It is a bridge between classroom and coastline, between modern day maritime doctrine and its application, between regional aspiration and operational excellence.

Under the aegis of the National Maritime Security Coordinator, National Security Council Secretariat, and in partnership with the Indian Maritime University, this Academy stands as a strong expression of India’s confidence in education-led maritime statecraft.

The inauguration was graced by V. Adm.
