I’m writing to bring to your attention a recurring issue involving a group of approximately 2 to 8 individuals—who appear to be teenagers—frequently loitering on school property. These individuals seem to be coming from a residence at 11 Bansley Avenue and have been observed engaging in concerning behavior almost daily over the past year. They consistently gather in three specific areas of the school: the turf fields in the yard, the playground, and more recently, near the front entrance. As residents living directly across from the main school entrance, we have a clear view and have monitored their activities regularly. Their presence typically begins between 4 PM and 12 AM on weekdays, and throughout the day on weekends, often starting in the early morning.

We’ve observed behaviors including loitering, smoking, drug use, and what appears to be Drug Trafficking. These actions are not only disruptive but also pose serious safety concerns for children, families, and the wider community. There have also been instances in the past where they were seen using lighters to burn sections of the turf and playground equipment prior to it being replaced. Additionally, they often leave behind litter—cans, bottles, and food wrappers—across the school grounds. On one occasion, substances resembling drugs were seen scattered on the turf, which is particularly troubling considering that young children frequently play and roll around in that area.

We’ve also heard from a neighbor that a fence near the garbage bins in the parking lot was set on fire last year, which adds to our growing concern—though we are not making direct accusations.

As a side note, it may be worth considering locking off the turf areas during evenings and weekends, as we've observed dogs being allowed to relieve themselves there, further compromising the cleanliness and safety of the play areas. During the Christmas holidays and March Break, we attempted to report these issues to TCDSB security a few times as we thought the school was closed and no staff were inside at the time. We were told a guard would be dispatched, no one arrived on multiple occasions. In one instance, we were informed that school staff were on site and that they would be notified.

With warmer weather approaching, we anticipate an increase in loitering and are concerned about potential damage to school property, as well as the ongoing risk to community safety. We hope that with your authority and guidance, effective measures can be put in place to address and mitigate these issues. Thank you for your attention to this matter.
