Reservation began during the British Raj and was constitutionalised by the Constituent Assembly but remained limited to SC/ST.

The Socialist parties and the Jan Sangh, the predecessor of today’s BJP, subsequently took up the OBC cause to challenge Congress.

When the Janata Government came to power in 1977, with the Jan Sangh as a constituent, it instituted the Mandal Commission.

The V. P. Singh govtin 1990 implemented Mandal, introducing OBC reservation in Central Government employment. The Rao government in 1995 amended the Constitution to provide for SC/ST reservation in promotions.

The Vajpayee govt then made several amendments further entrenching reservation. The 81, 82 & 85 Amendments dealt with backlog vacancies, relaxation of qualifying standards and consequential seniority. The subsequent Congress-led government introduced OBC reservation in HEI.

Regional parties pushed Congress for a caste census, hoping to establish the OBC population, often estimated at 60–65%, and use it to demand a breach of the 50% ceiling laid down in Indra Sawhney. Congress dodged the bullet and conducted the 2011 SECC separately, ensuring that caste data remaine unusable.

Then Modi came to power.

Some imagined he would dismantle reservation. They were wrong to assume this. But others expected him to reform the system and develop a counter-politics to contain the caste-centric trajectory of Indian politics.

The BJP never promised this, but politics is judged by actions as well as manifestos.

The Modi govt instituted the Rohini Commission to examine OBC sub-classification. This had the potential to fragment the huge OBC bloc and reduce its political bargaining power.

The BJP also supported SC/ST sub-categorisation. In 2024, the Union Govt supported the principle in the Davinder Singh case, following which the Supreme Court held that states can sub-classify SCs.

These were not anti-reservation measures, they were potentially structural reforms that could make reservation more targeted while [MOST IMPORTANTLY] containing demands for endless expansion.

But then came the climb-down.

The Rohini Commission received repeated extensions, its report was not placed before Parliament, the government accepted the demand for a caste census, and indicated that SC/ST sub-categorisation would not be undertaken in the Central list.

People noticed.

They saw the pressure of OBC politics on the government and a change in its political vocabulary after the 2024 election. A section identifying itself as the General Category now fears that, once the caste census is completed and 2029 approaches, the BJP may facilitate a breach of the 50% ceiling.

They also view EWS reservation, which many BJP supporters present as the BJP’s gift to the General Category, as a strategic blunder because it has already taken the reservation architecture beyond the traditional 50% ceiling.

So post census when the OBC demands “Jiski jitni sankhya bhari, uski utni hissedari,” it becomes harder to argue that reservation must remain within 50%, since the government itself created a constitutional exception through EWS.

Against this backdrop, the government’s decision to club SC, ST and OBC together against the General Category in the UGC regulations on caste-based discrimination became, for many, the last straw on the camel’s back.

It created a perception of a breach of trust.

If one does not understand this background, it is easy to dismiss the reaction as political posturing. The real question is: why does a section that expected the BJP to reform, rationalise and politically contain reservation now feel that it has moved in the opposite direction?

That is the political logic behind the anger.

BJP in order to counter PDA has lost its Hindutva path. Counter politics is missing.
