Half of my month is spent in London, and the other half in Lahore. Though February 6, 7, and 8 are quite two months away, I have started planning right away to be in Lahore on these days. Reason: Kites are back. And I do not want to miss the festival of Basant this time. After all, it is going to begin after 25 years. Thank you, Chief Minister #MaryamNawaz for reviving the #Basant festival.
When I read the news, I paused. I smiled. I also felt uneasy. I have lived long enough to remember Basant not just as a festival, but as a feeling. I remember yellow scarves, busy rooftops, loud laughter and a sky full of colour. I remember how Lahore felt lighter during those days. I want to feel that again. I want my city to breathe again.
But I also remember the other side. I remember the sirens. I remember hospital stories. I remember children hurt, motorcyclists injured, and families broken. By the way, I also once fell from the rooftop. Luckily, I suffered no fracture. I remember how joy slowly turned into fear. That is why Basant disappeared for 25 years. Not because people stopped loving kites, but because the price became too high.
Now, the government has allowed Basant again, with conditions. I read the rules carefully. Only cotton string. QR codes on every kite and reel. Wow, a tech-savvy Basant this time. Registration for sellers and makers. Strict punishment for metal and chemical string. No kite flying for children under 18. Fines for parents. Size limits. Paper rules. On paper, it all sounds strong. On paper, it sounds safe.
But I keep asking myself a simple question. Can paper rules control a flying kite?
I have seen many laws in this country. I have seen strong words and weak action. I have seen children arrested while factories stayed open. I have seen reels seized while the dangerous string kept selling quietly. I have seen silence where there should have been action. I have seen celebration when there should have been shame.
The real danger is not the kite. The real danger is our behaviour. It is our hunger to win, to shout, to cut another kite at any cost. It is illegal string. It is carelessness. It is the habit of ignoring rules because we think nothing will happen.
If the government is serious this time, then action must be visible. I want to see raids on manufacturing units, not just on rooftops. I want to see networks broken, not just boys chased. I want to see safe zones for kite flying, away from roads and traffic. We should use safety rods and masks for riders made compulsory. We want to see monitoring teams on the ground, not just in files.
