IFF Statement: Blocking of the Cockroach Janta Party's Instagram account

The Instagram account of the Cockroach Janta Party (@cockroachjantaparty) is no longer accessible to users in India. Meta's notice states only that it complied with "a legal request to restrict this content". No order has been published and the legal basis, the issuing authority, and the reasons remain unknown.
We emphasise that the account is primarily engaged in acts of political speech that enjoy the full protection of Article 19(1)(a). The account has been restricted after the movement's march to Parliament over the NEET paper leak, and while the Delhi High Court examines allegations of excessive police force against protesters. Viewed in this background the blocking of its social media account at this moment is the suppression of dissent.
The secrecy compounds the illegality. In Shreya Singhal v. Union of India, the Supreme Court upheld Section 69A of the IT Act on the strength of its procedural safeguards. In Anuradha Bhasin, it held that orders restricting fundamental rights must be published. These safeguards are defeated when the originator learns of a blocking action from an error message.
We also note that Meta's notice refers to a "legal request", not an order. We call on MeitY to disclose the order, furnish a copy to the account holder, and provide a hearing. We call on Meta to inform the account holder of the specific legal process it received. Wholesale blocking of an entire account is disproportionate and unconstitutional.
Shadow bans or “mark as disturbing” (MAD) interstitial significantly reduces reach. IIRC, the interstitial is only applicable in cases of violent and graphic content.

Users across India are reporting that reels and videos documenting the ongoing student protests in Delhi are being marked as "sensitive content" on Instagram. This includes stories being shared by the CJP official account and for Anish Gawande. Story shares of these reels display an interstitial warning, and in several instances the "See reel" option does not function at all. Creators are also reporting a sudden and unexplained collapse in reach, consistent with what is commonly described as, "shadowbanning".
We emphasise that protest documentation is core political speech. It sits at the heart of the guarantee under Article 19(1)(a) of the Constitution and when a platform suppresses such content at scale, silently and without notice, it injures both the speaker and the public's right to receive information.
We call on @Meta to state clearly:
(1) whether accounts or posts relating to the Delhi student protests are being subjected to reduced distribution or feature restrictions;
(2) the specific Community Standard under which reels are being labelled as sensitive content;
(3) whether any of these actions arise from legal demands by government authorities, including through the Sahyog Portal or notices under the IT Act; and
(4) what remedy and appeal is available to affected users.
We call on Meta to publish this information and restore content that does not violate its stated policies.

The .ME Registry works closely with law enforcement to monitor and mitigate issues across the .ME domain in accordance with applicable laws, including sanctions requirements.
On 13 July, First VPN Service (1VPNS) was included as a sanctioned entity by the U.S. Department of the Treasury. A Telegram channel using the https://t.co/ku1Zi3GLMi domain was among 1VPNS identified infrastructure. Accordingly, the https://t.co/ku1Zi3GLMi domain was suspended.
On 14 July, Telegram provided confirmation that it had removed its links and affiliations with 1VPNS. Once the confirmation was reviewed and verified, the suspension was removed from the https://t.co/ku1Zi3GLMi domain.
We appreciate Telegram’s prompt cooperation in resolving this matter.
