It's now headed for the full Senate to finish the job and deliver a real win for every skilled American worker who has ever been shut out of a federal contract over a college degree requirement.

Here is the reality. There are electricians, welders, veterans, coders, and tradespeople across this country who can outperform any college graduate. They have the skills. They have the experience. They have the work ethic. Washington has been turning them away simply because someone else checked a box requiring a four-year degree with no justification for why the job actually needs one.

The Skills-Based Federal Contracting Act ends it. Federal agencies cannot require a college degree in a contract solicitation unless a contracting officer puts it in writing, explaining exactly why the work cannot be done without one.

No more blanket requirements. No more locking out qualified Americans over credentials they do not need to do the job.
