Excellent -- @UN's Commission of Inquiry for #Syria has called for an independent investigation to explain the delay in UN aid provision to NW #Syria post-earthquake.
Legal analysis stating there's no need to get #Damascus permission is correct, they say.
Thank you @UNCoISyria.
This afternoon, @SecBlinken met with @SyriaCivilDefe on the #Turkey side of the border -- along with @JeffFlake & @USAIDSCharles.
The White Helmets deserve every credit possible -- their work in NW #Syria in the past weeks has been heroic.
True. Even before current tragic events, the UN had (and has) options to deliver aid outside of the UNSC. When (not if) the Regime's cynical benevolence ends, the UN must transfer the aid mandate back to the Secretariat to end needless politicisation.

#Syria will be the litmus test for the future of the humanitarian aid architecture and norms. Currently, #Russia and the Syrian government are normalizing state oppression of civilians, sieges, and draconian control of aid flows to those who need it most.
This Friday at 12:00 we are holding an urgent online panel with experts to talk about the situation in Türkiye and Syria after the earthquakes.
We will be joined by @istrefik (Utrecht University), @sproson_jack (Guernica 37 Chambers), @EtkinBasak, Abdul Nashawi and others.
The gov't of Syria's 3-month approval for two more border crossings into NW #Syria is not enough.
The #UNSC must formalize these additional crossings to guarantee unfettered aid access into the region.

We advocated for authorizing additional cross border authorizations for UN actors. Yesterday’s news is a good start, but not enough for NW #Syria. 3 months is not long enough to support the recovery efforts for NW. Aid workers will need more time.
At the #Türkiye-#Syria border today.
We have so far failed the people in north-west Syria.
They rightly feel abandoned. Looking for international help that hasn’t arrived.
My duty and our obligation is to correct this failure as fast as we can.
That’s my focus now.
"The 'United Nations' let us down."
- That's a phrase being chanted across NW #Syria today -- with upside-down @UN flags being placed & flown around the region.
It is absolutely critical that @UNReliefChief Martin Griffiths pays a visit to the area -- it's entirely do-able.
IMPORTANT:
"There is No Legal Barrier to @UN Cross-Border Operations in #Syria Without a UN Security Council Mandate."
Letter, by the world's leading jurists, former ICC & ICJ judges, law professors -- published today:

Let the world remember that the UN airdropped supplies over 100 times on besieged and regime-held Der Ezzor in 2016 alone.
But didn't send any aid to the millions trapped in opposition-held Syria in the first and most critical 72 hours following the earthquake.

Yes, “history is taking note”. Because this legal pattern is unconscionable.
“…the UN increasingly accused of failing the most vulnerable people on the planet by remaining wedded to narrow and bitterly contested interpretations of international law.” https://t.co/rWckySNGna
JUST OUT: Eminent international jurists, former judges of International Court of Justice and ICC, leading Professors and specialists: UNSC not needed for cross border aid into #Syria. Been in the works for months, but now children are under rubble. Covered by @guardian. Thread
As the UNSC vote on #Syria UN Cross Border aid approaches, hopefully with no opposition, @jacksprosonaol1 and I shed light on how the UNSC, in the views of many great legal scholars and practitioners, is only one legal route of getting aid in. More here:

@jackbarber93@elliebwatson_ Hi, I have been at BPP this past year and with friends at Ulaw my opinion is that it is 100% best to switch, if you can. Everything about BPP’s communication, teaching and organisation has been subpar from day one to final results day and it doesn’t look like it will get better.
Received author copies of my new @OUPAcademic book Making the World Safe for Dictatorship
If you RT this I’ll put you in a random drawing that I’ll do on Sunday evening. I’ll draw two names and each gets a free copy shipped to them wherever they happen to be on the planet.
A damning judgement on Home Sec attempts to frustrate and undermine the effective investigation of deaths of people in immigration detention. This highlights vital work of publicly funded lawyers & NGO’s fighting for rights and justice for detainees. https://t.co/EHfE8DM6ug
