దేశానికి స్వాతంత్రం వచ్చిన కొత్తల్లో ప్రతి పదేళ్లకు ఒకసారి జనాభా పెరుగుదలకు అనుగుణంగా దేశంలోని లోక్‌సభ నియోజకవర్గాల పెంపు ఉండేది. ఇట్లా 1963, 1973లో రెండు సార్లు లోక్ సభ నియోజకవర్గాల పెంపు జరిగింది.

మూడు దశాబ్దాలు గడిచేసరికి దేశంలో అన్ని రాష్ట్రాల్లో జనాభా పెరుగుదల ఒకేవిధంగా ఉండడం లేదు అనే సంగతి మన నాయకులకు అర్థమైంది. అందుకే దాదాపు అయిదు దశాబ్దాలుగా మన దేశంలో లోక్‌సభ నియోజకవర్గాల పెంపు జరగలేదు.

ఇటీవల బీజేపీ మళ్లీ నియోజకవర్గాల పెంపు అంశాన్ని తెరమీదికి తెచ్చింది. నిన్న సదరు రాజ్యాంగ సవరణ బిల్లు లోక్‌సభలో వీగిపోయాక ఈ అంశం మీద చర్చోపచర్చలు జరుగుతున్నాయి.

డీలిమిటేషన్‌కు ప్రాతిపదిక ఏముండాలి అనే చర్చ చేసే ముందు అసలు ఈ దేశానికి డీలిమిటేషన్ పేరిట నియోజకవర్గాల పెంపు అవసరమా అనే ప్రశ్న వేసుకోవాలి మనందరం.

ఎందుకంటే జనాభా పెరుగుదలలో టోటల్ ఫర్టిలిటీ రేట్ (టీఎఫ్ఆర్) అనే గణాంకం చాలా ముఖ్యం. ఇది 2.1 కన్నా ఎక్కువ ఉంటేనే ఆ రాష్ట్ర జనాభా కానీ, దేశ జనాభా కానీ పెరుగుతుంది.

అక్షరాస్యత పెంచడం వల్ల, కుటుంబ నియంత్రణ పాటించడం వల్ల దక్షిణాది రాష్ట్రాలు అన్నీ టీఎఫ్ఆర్ 2.1 కన్నా దిగువకు చేరుకున్నాయి. అంటే త్వరలోనే ఈ రాష్ట్రాల జనాభా పెరగడం ఆగిపోయి తగ్గడం మొదలవుతుంది అన్నమాట.

తెలంగాణ టీఎఫ్ఆర్ దేశంలోనే అతి తక్కువగా 1.5 చేరువలో ఉంది. అంటే సుమారు మరో 15 ఏళ్లలో మన రాష్ట్ర జనాభా తగ్గడం మొదలవుతుంది.

మరి వాస్తవ పరిస్థితి ఇలా ఉంటే, మనం ఇంకా యాభై ఏళ్ల క్రితం ఉన్న జనాభా పెరుగుదల పరిస్థితిని ప్రాతిపదికగా చేసుకుని లోక్‌సభ నియోజకవర్గాల పెంపుదల చేయడం అవసరమా?

ఇంకో రెండు దశాబ్దాల్లోపే దక్షిణాది రాష్ట్రాల జనాభా తగ్గడం మొదలువుతుంది. మరి ఇదే ఫార్ములా వాడితే అప్పుడు మన రాష్ట్రాల లోక్ సభ సీట్లు తగ్గించుకుంటూ పోవాలి. ఇది ఆయా రాష్ట్రాల ప్రయోజనాలకు గొడ్డలిపెట్టు అవుతుంది.

దేశం ఎదుర్కొంటున్న నిరుద్యోగం, అవినీతి, పేదరికం, మౌలిక సదుపాయాల కొరత, కాలుష్యం వంటి ఏ ప్రధాన సమస్యను కూడా ఈ డీలిమిటేషన్ పరిష్కరించదు.

ఇంకొంత మంది నాయకులకు పదవులు దక్కుతాయి తప్పిస్తే సామాన్య భారతీయుడి జీవన విధానంలో అణాపైసా మార్పు ఉండదు.

అందుకే డీలిమిటేషన్ ఏ ప్రాతిపదికన చేయాలి అనే చర్చను వదిలి, “డీలిమిటేషన్ అసలు అవసరం లేదు, ఉన్న ఎంపీలు సరిగ్గా పనిచేస్తే చాలు. ఉన్న 543 ఎంపీల్లో మహిళలకు 33% రిజర్వేషన్ ఇద్దాం” అనే డిమాండ్ మనందరం మొదలుపెడితే మంచిది.
