Yes it does. You should travel. Even Appalachia has backroads with Ruderalis growing wild. In lower Asia and the Hindu Kush mountains bordering, Pakistan we still see wild cannabis growing, that’s where a lot of basic genetics come from.
But for the sake of your example:
Imagine 80 years ago the government said “all apple trees are illegal” and then spent billions of dollars, for decades, to pay people to eradicate all the apple trees. Then about 60 years ago started pressing other countries that had an abundance of apple trees, to follow suit with our ban, and in exchange we give them lots of money. Then about 50 years ago that government spends billions funding “research” and get all the “scientists” to agree that apples kill your brain cells, make men grow breasts, and about a decade later, the whole of government has funded a campaign that tells everyone apples eventually will lead to prison or death; and spent the last 40 years eradicating any wild or farmed apples like a military going to war.….You would then also see no apples in nature.
If section 224 of the NDAA passes we should take up arms and overthrow our own government, just as our founders said in the Declaration of Independence.
