At some point they’re going to try again and introduce an insider-trading bill without the insane exemptions.

Public outrage is a kind of currency, once you’ve passed an “insider trading ban,” you are not necessarily going to have the political leverage to introduce another.

If you mean it has qualities that tend to provoke certain positive psychological states in humans, then you are right. If you mean something else, then you would have to specify what you mean.
