@fury_paguy It matters if a pitcher uses a hybrid windup. If his foot is perpendicular to rubber then he's in the windup. If parallel, it's assumed he's in stretch unless declaring otherwise to an ump. The rockerstep is illegal fromthe stretch as runners wouldn't know move to 3rd from pitch.

@walkeri141 If free throws (or a free throw) are too big of a punishment for the situation, how about a 5 second add-back? Hit the shot with 1.2 seconds left and spill onto the floor? Opponent now gets 6.2 seconds to advance the ball and try to equalize or win it.
