The Defense Counterintelligence and Security Agency (DCSA) and the IC use the Security Executive Agent Directive 4 (SEAD 4) guidelines to evaluate an applicant.

Handling Code 3 triggers a catastrophic failure under Guideline A: Allegiance to the United States.

Guideline A explicitly states that any involvement in, association with, or support for extremist, violent, or terrorist activities is a disqualifying condition.

A person can be placed on the Threat Screening Dataset (TSDS) under Handling Code 3 even if they did not know the person they were associating with was a terrorist.

The standard for watchlisting is "reasonable suspicion," which relies on objective facts and intelligence reports evaluated by federal investigators, rather than the subject's personal knowledge or intent.

If a person's phone number, email address, or bank account frequently appears in the records of a counterterrorism target, the system may generate a "nomination package."

The federal government prioritizes preemptive national security, meaning they will add a name to Handling Code 3 to monitor and gather information first, rather than waiting to prove intent.

An individual can only be removed from the TSDS when the specific federal agency that "nominated" them officially requests it.

The FBI does not clear your name or remove you from Handling Code 3 if the overarching terrorism investigation is still open. (What?! @Mpolymer)

Investigators cannot rule you out as a passive node or future asset for that target until the entire operation is dismantled or closed.

Deletion requests from the Threat Screening Dataset (TSDS) generally happen only after the specific investigative file on your connection to the target is formally closed and signed off by a supervisor.

As long as the primary terrorist target is at large or the full network is under investigation, the FBI will keep you on the watchlist to actively monitor your contacts, movements, and travel.

There is no fixed or standard timeline. The process can take anywhere from several months to multiple years, entirely dependent on the complexity of the federal investigation.

Very sad to hear this news. And it’s personal. Scott Pelley was the consummate professional in the 60 Minutes extraordinary years long coverage of Havana Syndrome (multiple episodes, relentless and indefatigable reporting, where they deservedly won an Emmy). He and the producers righteously drove the narrative of an awful govt coverup and need for accountability. The truth is what he and the team was after, and they slowly and painstakingly uncovered the govt malfeasance and betrayal. Because he cared for the CIA officers and others from the USG who were critically injured in the line of duty. His patience, care and compassion for the victims was deeply deeply appreciated. I spent many hours over two separate interview sessions with Scott and the team. It was emotional and grueling and took me a long time to recover. But it was worth it, given the importance of the subject. Scott is a true legend in journalism and we won’t ever forget his dedication to supporting those in need.

The other message seems to have been if I spend time with my military friends, either I will be harmed or they were. Sometimes both.

The one time I was left alone was in 2022 because I was already hurt after side effects from the booster or the flu vaccine or the combination of them in short time, I'm not sure which. @RobertKennedyJr @SecWar

This is human experimentation. And all I have ever wanted is my friends back. Now I think I understand why they sex trafficked me too. Or at least the only excuse I can forgive is that it was somehow the only way to protect me.

But why do it in the most deceitful ways possible? Perhaps I wasn't just a medical experiment, but someone whose emotions were being f'd with to develop AI "emotional awareness."
