For 18 years, not a single Prasar Bharati Engineer has been promoted. Even after all seats were transferred to Prasar Bharati on 1 April 2000, promotions remain stalled.
On 6 Aug 2024, Hon’ble CAT, New Delhi directed @MIB_India & @prasarbharati to implement promotions. Yet, more than a year later, the order is ignored. Instead of complying, MIB continues to fight contempt cases against its own employees!
This endless delay has destroyed morale. There are no shortages of vacancies—thousands of posts lie vacant. If promotions are given, it will strengthen Prasar Bharati, not weaken it. Engineers who have given decades of service are demoralised, discriminated, and left without career growth.
We urge @AshwiniVaishnaw Ji, @DrLMurugan ji @sjaju1 Ji, @navneetsehgal3 ji @GauravDwivedi95 to immediately honour the CAT order, finalise promotion procedures, and end this injustice.
Enough delay. Justice delayed is justice denied.

Shaping Future: Equality, Dignity, and Justice for All PB Employees
PB Employees of Prasar Bharati stood united—not just to protest, but to shape a better future. Our peaceful protest was a call for fairness, dignity, and equal treatment against the unjust 5 October 2007 cutoff.
Shaping Future Means:
1. Equal Rights for Equal Work
All employees once had equal benefits—CGHS, insurance, housing, pensions, and stable salaries. These were taken away from post-2007 recruits, even though we do the same work.
2. Recognizing Talent, Not Connections
We entered through national-level exams with top qualifications (https://t.co/IZQf48kI8h). Yet promotions went to less-qualified deputationists. This is not the future we deserve.
3. Putting People First
Colleagues like Jyoti Prakash Trivedi, Ankur Saxena, and Rahul Deshmukh died in service. Their families were denied support. This cannot be the legacy of public services.
To Shape a Better Tomorrow, We Demand:
1. End the 5 Oct 2007 cutoff
2. Restore all employee benefits
3. Return salary funding to the Consolidated Fund
4. Recognize APBEE for fair representation
5. Ensure promotions are based on merit

Honouring the Voices Behind the WAVES: A Labour Day Appeal for Prasar Bharati Employees
As India celebrates Labour Day—a day to honour the toil, dedication, and rights of workers across the nation—it is time to recognize the often-overlooked engineering staff of Prasar Bharati. Every day, our Doordarshan and Akashvani teams ensure that news, education, culture, and entertainment reach every corner of the country. Yet, they endure outdated rules, arbitrary cut-offs, and systemic discrimination that undermine their welfare, morale, and sense of justice.
On this Labour Day, we appeal to the Government of India and the Ministry of Information & Broadcasting: honour the spirit of this occasion by resolving these long-pending grievances once and for all.

1. The Arbitrary Cut-off Date: 5 October 2007
In 2012 the Prasar Bharati Amendment Act 2011 formally divided employees into:
•Sections 11(1) & (2): Central Government deputationists
•Section 11(5): Direct recruits of Prasar Bharati
That division hinged on one shallow, arbitrary date—5 October 2007—which has institutionalized discrimination and violated Articles 14 & 16 of our Constitution.

2. Medical and Insurance Benefits Withdrawn
•CGHS (Central Government Health Scheme): Though never officially notified, CGHS cover was implicitly available until 2020, when it was fully withdrawn—leaving employees and their families to bear crippling medical costs.
•CG-EGIS (Group Insurance Scheme): Deductions persisted until 2017; thereafter, employees were excluded without refund, stripping away a vital safety net.

3. Housing Hardship in High-Rent Cities
While most central government servants access General Pool Residential Accommodation (GPRA), Prasar Bharati engineering employees are categorically denied this relief—even in Delhi, Mumbai, Chennai, and Hyderabad—forcing them to pay rents far exceeding their salaries.

4. Promotion Stagnation and Pay Disparity
Promotion procedures have stalled for over 18 years, leaving skilled professionals stuck at the same grade while juniors—recruited under different rules—leapfrog them, creating bitter pay-scale disparities.

5. Recognition of the Employee Association
The Association of Prasar Bharati Engineering Employees (APBEE) represents over 90% of our cadre but remains unrecognized under CCS (RSA) Rules, 1993—denying us a formal voice to negotiate service conditions.

When colleagues like Late Shri Jyoti Prakash Trivedi (EA, DD News) make the ultimate sacrifice, their families are left without family pension or terminal benefits—an injustice that Labour Day must prompt us to rectify.

A Labour Day Call to Action
1.Repeal the 5 October 2007 cut-off date, restoring equality to all Prasar Bharati employees.
2.Reinstate CGHS and refund CG-EGIS contributions to secure medical and financial protection.
3.Extend GPRA housing to every engineering staff member, regardless of recruitment date.
4.Clear the 18-year promotion backlog and correct pay anomalies.
5.Recognize APBEE under CCS (RSA) Rules for structured dialogue.
6.Provide family pension to dependents of deceased employees, upholding compassion and security.
To the Hon’ble Prime Minister @PMOIndia, Ministers @AshwiniVaishnaw & @Murugan_MoS, Ministry of I&B @MIB_India, and all policymakers: let this Labour Day be the moment we honour the backbone of India’s public broadcast system.

Employees continue to be denied basic rights such as #promotions, #family#pension, and #medical#benefits. The root cause of this injustice lies in the discriminatory policies based on the cut-off date of October 5, 2007. This ongoing disparity has led to growing dissatisfaction and frustration among the employees.

Today, from 1 PM–2 PM, engineering staff of Prasar Bharati’s Doordarshan & Akashvani centres nationwide came together in a dignified, peaceful lunch-hour gate meeting—our banners bearing the silent cries of families robbed of theirs basic Rights.
Our heartfelt grievances are:
1.Arbitrary 5 Oct 2007 cut-off: A date that drew an unbridgeable line between “haves” & “have-nots,” trampling on Articles 14 & 16 of our Constitution.
2.CGHS withdrawn phase-wise after the 2012 Amendment, fully gone by 2020—leaving veterans and new recruits alike to bear crippling medical expenses.
3.CG-EGIS exclusion since 2018—deductions taken, promises broken, no refunds, no peace of mind when illness strikes.
4.Denied GPRA housing in Delhi, Mumbai, Chennai, Hyderabad & hardship postings (Kargil, Pahalgam, Himotongla)—we pay rents higher than our salaries, living apart from our families.
5.APBEE unrecognized under CCS (RSA) Rules, 1993—90% of engineering staff silenced, with no formal voice at the table.
6.Promotion stagnation over 18 years—our brightest minds frozen in grade, watching juniors leapfrog them.
7.Salary shifted from Consolidated Fund to IEBR (Apr 2019)—our pay cheques now subject to revenue swings, not the promise of government stability.
