ನಾಳೆ ಮಂಗಳೂರಿನಲ್ಲಿ ಕರ್ನಾಟಕ ಸರ್ಕಾರದ ಕ್ಯಾಬಿನೆಟ್ ಸಭೆ ನಡೆಯುತ್ತಿದೆ. ಇದೊಂದು ಐತಿಹಾಸಿಕ ಸಂದರ್ಭ. ರಾಜ್ಯ ಸರ್ಕಾರ ತುಳು ನುಡಿಯನ್ನು ತುಳು ಮಾತನಾಡುವ ಪ್ರದೇಶಗಳಲ್ಲಿ ಹೆಚ್ಚುವರಿ ಅಧಿಕೃತ ಭಾಷೆಯಾಗಿ ಮಾನ್ಯತೆ ನೀಡುವ ನಿರ್ಧಾರವನ್ನು ಘೋಷಿಸಬೇಕು ಎಂದು ಒತ್ತಾಯಿಸುತ್ತೇನೆ.

ಕನ್ನಡದ ಸೋದರ ನುಡಿಯಾದ ತುಳು ನುಡಿಯ ಉಳಿವು, ಬೆಳವಣಿಗೆ ಮತ್ತು ಗೌರವಕ್ಕಾಗಿ ತುಳುವರು ಅನೇಕ ವರ್ಷಗಳಿಂದ ಮಂಡಿಸುತ್ತಿರುವ ಹಕ್ಕೊತ್ತಾಯವನ್ನು ಕರ್ನಾಟಕ ರಕ್ಷಣಾ ವೇದಿಕೆ ಸಂಪೂರ್ಣವಾಗಿ ಬೆಂಬಲಿಸುತ್ತದೆ.

ಸಾವಿರಾರು ವರ್ಷಗಳಿಂದ ಕನ್ನಡ ಮತ್ತು ತುಳು ನುಡಿಗಳು ಕರಾವಳಿ ಕರ್ನಾಟಕದ ನೆಲದಲ್ಲಿ ಜೊತೆಯಾಗಿ ಬೆಳೆದಿವೆ. ಎರಡೂ ನುಡಿಗಳ ನಡುವೆ ಇರುವ ಸಾಂಸ್ಕೃತಿಕ, ಸಾಹಿತ್ಯಿಕ ಮತ್ತು ಸಾಮಾಜಿಕ ಸಂಬಂಧ ಅತ್ಯಂತ ಗಾಢವಾದದ್ದು. ಕನ್ನಡ ಸಂಸ್ಕೃತಿ, ಸಾಹಿತ್ಯ ಮತ್ತು ಪರಂಪರೆಗೆ ತುಳುವರ ಕೊಡುಗೆ ಅಪಾರ.

ಕರಾವಳಿ ಕರ್ನಾಟಕದ ಜನಜೀವನದಲ್ಲಿ ತುಳು ನುಡಿ ಆಳವಾಗಿ ಬೇರೂರಿದೆ. ತುಳು ಕೇವಲ ಸಂವಹನದ ನುಡಿಯಲ್ಲ. ಅದು ಆ ಭಾಗದ ಜನರ ಬದುಕು, ಸಂಸ್ಕೃತಿ, ಜನಪದ, ಕಲೆ, ಸಾಹಿತ್ಯ, ಆಚರಣೆ, ನಂಬಿಕೆ ಮತ್ತು ಇತಿಹಾಸದ ಜೀವಂತ ಅಭಿವ್ಯಕ್ತಿಯಾಗಿ ಬೆಳೆದು ನಿಂತಿದೆ. ಯಕ್ಷಗಾನ, ದೈವಾರಾಧನೆ ಸೇರಿದಂತೆ ಕರಾವಳಿಯ ಅನೇಕ ಕಲಾ ಪರಂಪರೆಗಳೊಂದಿಗೆ ತುಳು ನುಡಿಯ ಸಂಬಂಧವಿದೆ. ಹೀಗಾಗಿ ತುಳು ನುಡಿಯನ್ನು ಉಳಿಸುವುದು ಮತ್ತು ಬೆಳೆಸುವುದೆಂದರೆ, ಅದರೊಂದಿಗೆ ಬೆಸೆದುಕೊಂಡಿರುವ ಅಪಾರ ಸಾಂಸ್ಕೃತಿಕ ಪರಂಪರೆಯ ಉಳಿಸುವುದೂ ಆಗಿದೆ.

ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ತುಳು ನುಡಿಯನ್ನು ತುಳು ಮಾತನಾಡುವ ಪ್ರದೇಶಗಳಲ್ಲಿ ಹೆಚ್ಚುವರಿ ಅಧಿಕೃತ ಭಾಷೆಯಾಗಿ ಮಾನ್ಯತೆ ನೀಡುವ ಕುರಿತು ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಸ್ಪಷ್ಟ ತೀರ್ಮಾನ ಕೈಗೊಳ್ಳಬೇಕು ಎಂದು ಒತ್ತಾಯಿಸುತ್ತೇನೆ. ಜನರು ತಮ್ಮ ತಾಯಿನುಡಿಯಲ್ಲಿ ಸರ್ಕಾರಿ ಸೇವೆಗಳನ್ನು ಪಡೆಯಲು ಇಂತಹ ಮಾನ್ಯತೆ ಸಹಕಾರಿಯಾಗಬಹುದು.

ಅಷ್ಟೇ ಅಲ್ಲ, ತುಳು ನುಡಿಗೆ ಸಂವಿಧಾನದ 8ನೇ ಅನುಸೂಚಿಯಲ್ಲಿ ಸ್ಥಾನ ನೀಡಬೇಕೆಂದು ಒಕ್ಕೂಟ ಸರ್ಕಾರವನ್ನು ಆಗ್ರಹಿಸುತ್ತೇನೆ. ಇದು ನಮ್ಮ ಹೊಸ ಬೇಡಿಕೆಯೇನಲ್ಲ. ಕರವೇ ಮೊದಲಿನಿಂದಲೂ ಈ ಹಕ್ಕೊತ್ತಾಯವನ್ನು ಬೆಂಬಲಿಸುತ್ತಾ ಬಂದಿದೆ.

ಸಂವಿಧಾನದ 8ನೇ ಅನುಸೂಚಿಯಲ್ಲಿ ಪ್ರಸ್ತುತ 22 ನುಡಿಗಳಿವೆ. ತುಳು ಮತ್ತು ಕೊಡವ ಸೇರಿದಂತೆ ಇನ್ನೂ ಹಲವು ನುಡಿಗಳನ್ನು 8ನೇ ಅನುಸೂಚಿಗೆ ಸೇರಿಸಬೇಕೆಂಬ ಬೇಡಿಕೆಗಳು ಕೇಂದ್ರ ಸರ್ಕಾರದ ಮುಂದೆ ಹಲವು ವರ್ಷಗಳಿಂದ ಇದ್ದು, ನೆನೆಗುದಿಗೆ ಬಿದ್ದಿವೆ. 2003ರಲ್ಲಿ ಸೀತಾಕಾಂತ ಮೊಹಾಪಾತ್ರ ಅವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ 8ನೇ ಅನುಸೂಚಿಗೆ ಹೆಚ್ಚಿನ ಭಾಷೆಗಳನ್ನು ಸೇರಿಸುವ ಕುರಿತು ಮಾನದಂಡಗಳನ್ನು ರೂಪಿಸಲು ಸಮಿತಿಯನ್ನು ರಚಿಸಲಾಗಿತ್ತು. ಆ ಸಮಿತಿ 2004ರಲ್ಲಿ ವರದಿ ಸಲ್ಲಿಸಿತು. ಕರ್ನಾಟಕ ಸರ್ಕಾರವೇ ತುಳು ಮತ್ತು ಕೊಡವ ಭಾಷೆಗಳನ್ನು ಸಂವಿಧಾನದ 8ನೇ ಅನುಸೂಚಿಗೆ ಸೇರಿಸುವಂತೆ ಕೇಂದ್ರ ಸರ್ಕಾರಕ್ಕೆ ಪ್ರಸ್ತಾವ ಸಲ್ಲಿಸಿದೆ. ಆದರೂ ಇದುವರೆಗೆ ಈ ನ್ಯಾಯಯುತ ಬೇಡಿಕೆ ಈಡೇರಿಲ್ಲ.

ಕರ್ನಾಟಕ ರಕ್ಷಣಾ ವೇದಿಕೆ ಮೊದಲಿನಿಂದಲೂ ‘ವಿವಿಧತೆಯಲ್ಲಿ ಏಕತೆ’ಯನ್ನು ಪ್ರತಿಪಾದಿಸುತ್ತ ಬಂದಿದೆ. ಬಹುತ್ವವನ್ನು ಗೌರವಿಸದೆ ದೇಶವನ್ನು ಕಟ್ಟಲು ಸಾಧ್ಯವಿಲ್ಲ. ಹಿಂದಿ ಹೇರಿಕೆಯನ್ನು ನಾವು ಯಾವ ಕಾರಣಕ್ಕೆ ವಿರೋಧಿಸುತ್ತೇವೆಯೋ, ಅದೇ ಕಾರಣಕ್ಕೆ ತುಳು, ಕೊಡವದಂಥ ಸೋದರ ನುಡಿಗಳಿಗೆ ಅಧಿಕೃತ ಮಾನ್ಯತೆ ದೊರೆಯಬೇಕು ಎಂದು ಆಗ್ರಹಿಸುತ್ತೇವೆ.

ROCK PAINTINGS OF GADAG

Sometimes, a rock shelter is only the beginning.

At Neelagunda Village in Gadag district, exploration around a rock shelter led to another shelter about half a kilometre away. A closer look revealed 50–60 or more faint animal figures, including bulls and dogs, along with three rock gongs.

The paintings may date to the Neolithic period, possibly around 4,000–5,000 years ago. However, specialist examination and scientific study are required before this can be confirmed.

There is an urgent concern: quarrying is already taking place around the site, potentially causing irreversible damage to this fragile prehistoric heritage.

We strongly urge the Archaeology Department, district administration and other concerned authorities to urgently inspect the site, assess its archaeological significance, scientifically document the rock art, and take immediate steps to protect it from further damage.

Once prehistoric rock art is destroyed, it cannot be restored. Protection must come before it is too late.

In 2025, Karnataka witnessed 80,558 public Ganesha processions.

To keep them peaceful and safe, over 1,02,000 police personnel, Home Guards and Central Forces were deployed.

Think about what that number really means.

More than one lakh men and women in uniform spent the festival away from their own families so that the rest of us could celebrate with ours.

While we prayed, celebrated, danced and took part in processions, they stood for hours on our streets, managing crowds, regulating traffic, preventing conflict and ensuring that everyone returned home safely.

They missed time with their parents, spouses and children so that our families could celebrate in peace and happiness.

When they make that sacrifice, the very least we can do is respect it.

Be responsible. Cooperate with the police. Follow instructions. Treat them with dignity.

Behind every uniform is a family waiting for them too.

They give up their festival to protect ours.
