Why book review process is strange, tough and easy at the same time. X wants a book or booklet or a documentation reviewed. In this case, he or she should say it, frankly tell the person.
Now the person--writer or journalist may be able to write review or not, could be free or busy, give reference of another person or suggest something better, this he will tell.
But you have to talk to the person, ask first. How can someone get a brainwave and write on their own! Also, many don't want a review as each paper or magazine is not as per their 'standard'.
Why lot of people refuse to write reviews these days?
Some people who want a book reviewed, are not happy with publication A or newspaper B or magazine C or portal D, rather, they want it published in just &£ Times or *£ Express..
..even if the review is too short and makes a passing mention.
That too in London or Singapore, no ifs and buts. Here too, not just brand, but particular brand and particular cities and editions are expected to carry it.
They are clear about it and even that's good. But, taking interest or having good intention, often turns bad for a reviewer or writer.
You write a review and the person doesn't want it 'this' way. Besides, they want it 'positive' and completely positive. It's not possible. That's no propaganda or PR exercise.
It's not a pleasing enterprise. These are just a couple of reasons that 'review' is tough. If someone wants review published as per their own perspective and with particular illustration or photo too, so many conditions, then...
...it's not a healthy system. That too without providing book and expecting that as you know me, you should do it, on your own, then it's not possible.
The complaint, 'why that book review was published?. Because no one has infinite budget to buy Rs 500 or Rs 750 any day. That person sent the book properly as per system and was ready to have book reviewed as per the reviewer's independent view, without any conditions or unnatural expectations and the paper had space too that week.
The last part, easy! Yes, they go through the 'paid promotion' and such routes that their agent or publishing house guy tells them. The professional reviewers and such 'services' exist. Get it and it's over.

Dear @ShekharGupta ji, as a veteran journalist and editor, you have the right to publish articles and give space to atticles that have diverse points of view.
But it's low standard and not proper editorial judgment to use anonymous names to get articles & poorly written.
'Ghost writer' or an assumed identity or a pseudonym or a perdonal hiding identity & writing just for purpose of putting a point of view, merely to oppose an argument without proper stand, doesn't behove a man of your stature.
If someone writes with his or her name, then that's fine but it is not worth a person of your experience and stature to hurt your brand credibility by publishing something that appears to be fake or a 'planted' article.
Of course, you must care more about your brand. But as a journalist and as a person who has read you for decades, it feels bad to see how an 'Ibn Khalddun Bharti' is invented or needed.
You can get a man or woman who can write a view and opposing side but it is needless and not standard journalistic practice either.
Regards.
Best wishes.

Do you know what's wrong with the @IndianExpress map? It doesn't show Urdu though it is the sole pan-Indian language that has millions of speakers in North as well as centre & even tens of millions in Telangana, Karnataka & Maharashtra.
If a region has a second language that has substantial figure but not majority, there is a way to reflect it--by using lines or mentioning below in a box or separate footnote that this region has significant population.
Just because X is 45 in one region and 30 in other, 0 in third as W is 50 here, but Y is 25, 18 and 20, you erase Y.
Intellectual dishonesty, inability to understand data, plain hypocrisy, omission, purposely misrepresenting or just an inherent bias that you can't get rid of.
All these states have mass circulated Urdu newspapers. This is the bias that even though data is available, figures are there, no effort is made to even mention in foot note.
Then, such people give different reasons or fly at tangent. They have power to publish and misuse it.
Otherwise such degree of carelessness or casual attitude, is difficult to understand.
