We open day 2 with Panel 6 'Scaling Control: Infrastructure and Governance', chaired by @tbhatikar - Senior Manager, @iihsin Research Office.

Focusing on scale, this panel brings together studies that show how infrastructure, law, and technical standards quietly reorganise urban governance and everyday life.

Anshika spoke about how mega infrastructure corridors are no longer just projects, they act as corridors of control, reorganising settlement, mobility, and governance at scale.
Key insight:
Faster movement doesn’t translate to belonging - people move more, but urban citizenship thins out, prompting contestation through courts, counter-mapping, and demands to democratise scale.

Yogita (@JNU_official_50) & Christropher (@iitdelhi) delved into how the everyday water access in Delhi can reveal a fragmented urban landscape - uneven supply, declining groundwater, irregular tankers, and rising costs shape an archipelago of water insecurity.
Key insight:
Groundwater quietly sustains local needs while sidestepping centralised control, showing how water, land, and power remain deeply entangled.

In this study, we looked at the revenue and expenditure of Tumkur Municipal Corporation for FY 14-15,15-16. Findings reveal that a lot of expenditure is not tracked down to the ward level. For those expenses traced to the ward, expenditure items cannot be attributed to the ward.
