Investigators claim that the funds did not enter India through the standard regulatory framework governing foreign contributions. Instead, authorities allege that foreign debit cards were used directly for cash withdrawals, bypassing the conventional channels that are subject to reporting and oversight requirements.

Officials claim that nearly 1,000 foreign-issued debit cards were linked to the network. According to investigators, the cards carried generic names and were reportedly categorized by region, suggesting what agencies describe as a structured and organized distribution mechanism operating across different parts of the country.
