Tyber/Marley declared war. The world DID NOT.
But when Eren attacked Liberio, killing Tyber and foreign diplomats, THAT is what united the world against Paradis.

Eren rushed in, attacked Liberio, and united the word against Paradis. He literally forced that whole situation.
