How did a simple issue or question (whether people with dual nationality are legally eligible 2 be ministers) degenerate into several distractive rows (who loves & hates banyarwanda, who is entitled 2 a diplomatic passport, whether people with foreign origins can be Ugandan)?

Hon. Baryomunsi appoints Mulenga's wife (Dr. Basaza) Chairperson UCC and her sister (Dr Hibanka) boat member of NITA-U. Hon. Baryomunsi appoints Hon. Tayebwa's brother (Kibandama) Chairperson NITA-U.
This is a corruption network.

These kinds of networks are all over the place.
You will see for example someone pushing for a budget increase for NITA-U in parliament or officials in a ministry fighting with the minister over control of projects in an authority like NITA-U? But it makes sense when you know of the existence of a corruption network....
Yes Anita Among was corrupt and I would wish her to face the consequences of her deeds however how many people under NRM have been exonerated of their corruption charges? Rukuntana,Mawanda, Amama mbabazi,Kasolo, Muhwezi and the list is endless. Why pin only Among when all these people are walking free?
How and why is there a large gap between how Karangwa was seen by ordinary people who received news of his death with joy, and local councillors who extol his (good) record in leadership?
Was he a good leader for councillors but a bad one for ordinary people?🤔
