As we've seen elsewhere, it falls in this order - cases, hospitalisations, deaths.

Greater driver awareness of the rules for smart motorways is vital. I regularly see drivers ignoring the red X signs; the police really must start enforcing consistently to get the message across. Smart motorways are not dangerous, drivers who continue past the red X are.
