The reason why elections are monitored is because immoral leaders can shortchange their citizens and ruin their economies which in turn put pressure on their neighbours. If they can extend a term length by 2 years, what can stop such an extension to be 100 years.
In essence, to rule forever, one would need limited, but extended terms. Make them 100 years.
