Liability: Level 2 (Tesla), the human is the "free" insurance. At Level 4, the manufacturer pays for every crash. You save $500 on plastic to spend $5k on redundancy and billions in liability.

​No wheel = No backup. You need triple-redundant motors and 48V power so the car doesn't brick if a fuse pops. You're trading a metal stick for expensive robotics.
