It actually says that improper requests are automatically denied. Which is a good thing. It prevents potential fraud by human “error” or “cheating”. I am all for it. This is good use of technology.

The injected mRNA contains the code for a part of the virus. Your cells will now produce a part of that virus and trigger immune response

And if the Algorithm thinks it will get a lot of reactions it will be pushed to the front
