I think OCFA is doing their best with a non-standard situation.

However, in the last four days, the Army National Guard at Los Alamitos and U.S. Army Corps of Engineers could have buried the Garden Grove tanks in sand bags.

HESCO barriers used in war zones were originally invented for flood control. Pictured a UH-60 with a Beluga Bag. It’s the same concept.

Risk is three aircrew at any given time. Similar to any other teams that have been deployed.

Minimum is to direct the blast energy away from homes 300 feet away. Crews would still have access to cool the tank.

Entombing it entirely would insulate the tank. It would be most dangerous when it is “capped.” Enough sand, it would entrap most of the fumes, that could be doused in water, foam, or whatever, to keep contamination on site.

Again I think OCFA is working with the best information and experience they have — and no real help from the state.

ChatGPT says the estimated energy is 70 megajoules or 17 kilograms of TNT (assuming the tank ruptures at 100 psi; there isn’t a lot of information on this). That’s like one GBU-39 SDB and roughly matches the blast radius released.

Anyway this is just what I would do based on my experience.
