There is no hierarchy giving dogs priority over cyclists.
Legal president has also been that the dog owner pays for the cyclist's damages.

@robmcd85 I think there's an underlying issue that the cost to perform or attend the Fringe keeps spiralling upwards.
Some local people I know had a show for a week, fully sold out, and still lost £1000.
