-often measuring activity vs outcomes

Make it a loss: be disingenuous and opaque about how it was achieved.

In theory, a well-functioning government(not RVA) consistently collects a percentage of past due accounts.

Those ongoing successful efforts should be budgeted. Not windfalls.
