Avoiding any appearance of impropriety should be paramount. For example: a floor decision goes in Doug’s favor.

Even if he made the right call, Doug’s involvement would lead to unnecessary scrutiny.

I’m sure his non-profit has received $$ and attention as well.

He said he was going to fire 1/3 of the HHS staff and replace with his own.

I’m not sure he’s looking to profit from his views
