خیبر پختونخوا کے نجی میڈیکل کالجز میں فیسوں کے معاملے پر طلبہ کے ساتھ مسلسل اور منظم زیادتی کی جا رہی ہے۔
سال2022 کے آس پاس انہی کالجز میں سالانہ فیس تقریباً 12 سے 13 لاکھ روپے تھی، جسے بعد میں بغیر کسی قانونی جواز کے بتدریج بڑھایا گیا۔

یہ اضافہ کسی شفاف طریقۂ کار، والدین یا طلبہ کی رضامندی اور واضح اجازت کے بغیر کیا گیا۔

بعد ازاں PMDC نے تعلیمی سیشن 2024–25 اور 2025–26 کے لیے فیس سے متعلق نوٹیفکیشن جاری کیا، جس میں سالانہ فیس 18 لاکھ روپے مقرر کی گئی اور زیادہ سے زیادہ حد 18.9 لاکھ روپے رکھی گئی۔
لیکن یہاں ایک بنیادی ابہام اور ناانصافی موجود ہے جس پر فوری وضاحت ضروری ہے۔

اگر یہ نوٹیفکیشن صرف نئے داخل ہونے والے طلبہ (newly admitted students) کے لیے ہے تو پھر سیشن 2023–24 کے طلبہ کی فیس میں جو تقریباً 50 فیصد غیر منصفانہ اضافہ کیا گیا، اس کا کیا جواز ہے؟
ان طلبہ کا کیا قصور ہے کہ:
•ان سے زیادہ فیس وصول کی جا رہی ہے
•ان سے سینئر طلبہ کم فیس دے رہے ہیں
•اور ان کے بعد آنے والے جونئر طلبہ بھی کم فیس ادا کریں گے

یہ امتیازی اور غیر منطقی نظام نہ صرف انصاف کے خلاف ہے بلکہ تعلیمی اصولوں کی بھی خلاف ورزی ہے۔

مزید تشویشناک بات یہ ہے کہ کئی نجی میڈیکل کالجز PMDC کے واضح نوٹیفکیشن کو بھی تسلیم نہیں کر رہے۔
کچھ کالجز 22 لاکھ روپے سالانہ وصول کر رہے ہیں، جبکہ بعض 25 لاکھ روپے تک فیس چارج کر رہے ہیں، جو کہ سرکاری نوٹیفکیشن کی کھلی خلاف ورزی ہے۔

طلبہ نے اس غیر قانونی فیس وصولی کے خلاف PMDC پورٹل پر شکایات درج کیں، ای میلز بھیجیں اور قانونی راستہ اختیار کیا، مگر تاحال عملی اور مؤثر کارروائی سامنے نہیں آئی۔

ہم مطالبہ کرتے ہیں کہ:
•PMDC واضح اور تحریری کلیریفیکیشن جاری کرے کہ فیس نوٹیفکیشن کن طلبہ پر لاگو ہوتا ہے
•سیشن 2023–24 کے طلبہ کے ساتھ ہونے والی 50٪ غیر منصفانہ فیس بڑھوتری کا جائزہ لیا جائے
•تمام نجی میڈیکل کالجز کو سختی سے ہدایت دی جائے کہ وہ PMDC نوٹیفکیشن پر مکمل عمل کریں
•زائد وصول کی گئی فیس واپس کروائی جائے
•طلبہ کو کسی قسم کے دباؤ یا انتقامی کارروائی سے تحفظ دیا جائے

یہ آواز کسی ادارے کے خلاف نہیں بلکہ انصاف، قانون اور طلبہ کے حقِ تعلیم کے لیے ہے

We request PMDC to clarify this ambiguity and address the resulting injustice in order to ensure uniformity, fairness, and equal treatment across affected batches.

@pmdcofficial If the notification does not cover the 2023–24 session, we respectfully ask why this batch has been excluded despite being the only batch that faced a sudden and unprecedented escalation of nearly 50% in tuition fee. This has resulted in clear inequity and unjust treatment.

As per PMDC notification, the approved tuition fee is PKR 1.8 million for the 2024–25 session and PKR 1.89 million for the 2025–26 session.
However, colleges charged PKR 1.836 million in the first year, PKR 1.936 million in the second year, and are now demanding up to PKR 2.1 M
