Likewise, it is tough to get started. Once it is started and start gaining pace, it is easy to complete.

@Arjun091990@sriniksv However, base for the scheme is GO Ms 90 dated 30-07-2002 of social welfare department of GoAP. This acts as the base GO and is also referred to in subsequent GOs for fee reimbursements. The scheme in its present form is continuing since 2008. That is the reason I said above.

Many don't know this fact. And he is God for them.

This GO is also referred to in subsequent GOs also.
Another fact is, first payment under the scheme was made by Kiran Kumar Reddy and not YSR.
