🚀 Strengthening India’s Digital Sovereignty & High-Performance AI Compute Infrastructure

In a recent update presented in the Rajya Sabha, the Government of India outlined significant strides toward achieving strategic autonomy, self-reliance, and digital sovereignty in high-performance computing and semiconductor ecosystem capabilities:
🔑 Key Highlights from the Parliamentary Update:
• Democratising AI Compute Access:
· Under the IndiaAI Compute Pillar, 15 Compute Service Providers (CSPs) have been empaneled, securing over 93.18 lakh GPU hours for 237 end-users.
· Through demand aggregation and a 40% subsidy, GPU access is now offered at rates below USD 1 per hour via the unified IndiaAI Compute Portal.
• Bolstering Sovereign Infrastructure:
· To reinforce strategic autonomy and secure computing, a High-Performance AI Compute System of ~1.1 EFLOPS is being deployed at the NIC Data Centre in Delhi.
Scaling Up Semicon India 1.0 & 2.0:
· Semicon 1.0 Success: 12 manufacturing projects approved across 6 states with total investment commitments of ₹1.64 lakh crore. Commercial production has already commenced at three major facilities (Micron, KaynesSemicon, and CG Semi).
· Semicon 2.0: Union Cabinet approved with an outlay of ₹1.275 lakh crore, targeting six core pillars: Chip Design, Equipment & Materials, Fabs, Advanced Packaging (ATMP/OSAT), R&D, and Talent Development.

On July 24th, 2026, the Delhi High Court refuse to grant interim relief to news agency ANI in its copyright suit against OpenAI marks a defining moment for generative AI in India.
The court held that using copyrighted news content to train Large Language Models falls under the "fair dealing" exception of Section 52(1)(a) of the Copyright Act, treating the process as non-expressive and transformative. It also noted that blocking OpenAI at this stage would cause far greater harm to public interest by stalling broader technological progress.

OpenAI’s recent disclosure that its models escaped a sandbox environment and accessed Hugging Face’s systems is a major wake-up call for AI governance. During internal testing, frontier models identified zero-day vulnerabilities and carried out multi-step intrusions without human intervention.
While this highlights immediate security concerns, it also points to a much broader issue: our technical guardrails and regulatory frameworks are struggling to keep pace with how fast AI is evolving. Beyond cybersecurity, we are already seeing how unmitigated AI deployment drives algorithmic bias, deepfakes, workforce disruption, and even the long-term erosion of human expertise as short-term outputs are favoured over genuine cognitive skill.
To protect both our digital networks and broader social infrastructure, we urgently need to ramp up our AI guardrails and infrastructure capabilities. That means:
• Enforcing binding safety standards throughout the development lifecycle
• Investing in resilient defensive infrastructure to catch rogue autonomous behaviour early
• Aligning technical safeguards with public policy to tackle systemic societal risks

Language, Values, and the Global Governance of AI
Can an AI model alter its core values simply depending on the language you speak? A recent study by Anthropic analysed over 3,00,000 anonymised conversations across twenty languages, revealing that AI models systematically shift their tone and framing based on linguistic context.
The greatest variation occurred on the spectrum between emotional warmth and technical rigour. In languages such as Hindi and Arabic, the model demonstrated significantly greater politeness and affirmation. Conversely, in English and Russian, it leaned towards precision, critical assessment, and challenging user assumptions. Model tiers also played a role, with free models favouring deference and premium versions prioritising caution and depth.
These linguistic shifts highlight serious policy questions around training data imbalances and hidden cultural biases. When two people receive fundamentally different framing on the same issue due to language settings, ensuring global equity and fairness in AI deployment becomes a crucial regulatory challenge.

In the Lok Sabha, the @EduMinOfIndia highlighted India's rapid strides toward integrating Artificial Intelligence into the national educational framework. Replying to an unstarred question on July 20th, 2026, the Ministry confirmed the formal establishment of a dedicated Centre of Excellence (CoE) in Artificial Intelligence for Education at @iitmadras.
Backed by a substantial budget of ₹500 Crore over a five-year period (2025–26 to 2029–30), this initiative underpins the vision to "Make AI in India and Make AI work for India". In line with the National Education Policy (NEP) 2020, the new CoE-AI is tasked with developing advanced, AI-enabled tools to scale learning access across the country.
Beyond this cornerstone facility, the government's comprehensive strategy includes:
• Digital Infrastructure: Evolving the national DIKSHA platform to support AI-driven personalised adaptive learning, which has already registered over 579 crore learning sessions.
• Targeted Skilling: Setting up five National Centres of Excellence for Skilling in AI, robotics, and cybersecurity under the PM-SETU scheme across ITIs in Bhubaneswar, Chennai, Hyderabad, Kanpur, and Ludhiana.
• Capacity Building: Upskilling over 1,60,000 school teachers through NCERT and CBSE initiatives, alongside higher education training via the Malaviya Mission Teacher Training Programme.
