📣 Bill 26-0028 — ERASE Solitary Confinement Act of 2025
This is our fight. Our people. Our justice.
Black and Latino residents make up over 90% of the DC Jail population, and we are the ones most harmed by solitary confinement. Nationally, Black people are 6 times more likely to be placed in solitary. Latino people also face disproportionate isolation, with rates far higher than their share of the jail population. In DC, Black women experience some of the longest and most traumatic periods of solitary confinement.
Solitary doesn’t rehabilitate — it breaks people down. Even a few days can cause severe anxiety, paranoia, hallucinations, PTSD, and suicidal thoughts. Nearly 50% of all jail suicides happen in solitary, even though only a small number of people are held there. The American Public Health Association has declared solitary a public health crisis.
Solitary units are more violent, less stable, and more expensive to operate than regular housing — with zero evidence they make anyone safer. What they do is send people back home more traumatized, less stable, and more disconnected from community and family.
Ending solitary confinement is a step toward real safety, racial justice, and true rehabilitation. Black and Latino DC deserve a justice system rooted in dignity, not torture.

I’ve filed an inspection request (Ref #25ENF-HOUS-12162) and shared photos of the violations.
I reached out to the Department of Buildings Director, Mr. Hanlon and an inspection is scheduled for Tuesday September 9th.
We must act urgently to hold the property owner accountable and ensure residents live in safe, dignified housing.

Washington, D.C. — D.C. Fire Fighters Local 36 @IAFF36 has endorsed Commissioner Salim Adofo in
the upcoming special election for Ward 8 Councilmember, citing his commitment to
community safety and support for working people across the District.

responders face,” said Rian J. Welch, Community Outreach Chair for Local 36. to stand with him in this campaign.”
