✍️The current Economic downturn turn is more to do with the endogenous factors than exogenous factors.
1. How UGX gets strength...
2. What broke between March – October 2026? ( Factors)...
3.Why this kills shilling more than war... #UgandaEconomy#Uganda
@SilverKayondo As a reader, it's good practice to set your emotions aside when reading certain things. Emotions when mismanaged cloud interpretation. The article is fair when one fully comprehends it. The opening paragraphs are brutal though. It has attracted the debate it intended.
But language has a format.
You do not speak the same way:
- to your children
- in church
- to Parliament
- to your friends
- to soldiers
- or to a football team before battle.
Knowing the difference is social intelligence.
A man cannot be getting the worst version of you simply because he chose to commit to you.
Everyone must know they're replaceable.
I love my father so much, because this cannot be him.
The important letter from the Uganda Bankers’ Association (UBA) to the Attorney General of Uganda, dated 13th April 2026, raising concerns about the Draft Protection of Sovereignty Bill 2026 and its impact on the banking sector.
Summary
UBA argues the Bill, as drafted, conflicts with Uganda’s existing banking regulations and Government’s own economic growth strategy. The broad definitions and new approval requirements would disrupt normal banking operations, deter foreign investment, and create regulatory overlap. UBA is asking for specific carve-outs and amendments to protect the financial sector while still meeting the Bill’s sovereignty goals.
Key Points & Concerns
1. Bill undermines Government’s ATMS strategy*
The Bill works against the banking industry’s plan to support Government’s ATMS strategy for tenfold GDP growth, which relies on mobilizing more capital/funding to expand private sector credit.
2. Problematic definition of “agent of a foreigner”
- Definition is very broad: anyone directly/indirectly supervised, directed, controlled, financed, or subsidized by a foreigner.
-Risk to banks: Foreign-owned banks, correspondent banking, and banks channeling development finance could all be labeled “agents of foreigners”.
3. Restrictions on foreign funding – Clause 22
- Bars anyone from getting foreign funding >20,000 currency points ≈ UGX 400M / USD 107K per year without Ministerial approval.
-Impact: Catches routine bank activities like IFC/AfDB credit lines, Eurobonds, capital raises from foreign shareholders. Threshold is too low for banking.
-Penalty: Money obtained without approval is forfeited to the State.
4. Banks as “Reporting Agents” – Clause 25
- Banks can’t pay an “agent of a foreigner” without proof of Ministerial authorisation + source-of-funds declaration.
- Must submit monthly reports to the Minister of Internal Affairs on all such transfers.
-Penalty: UGX 4 billion fine for non-compliance.
-Issue: Creates dual reporting – to Minister AND Bank of Uganda – plus operational delays and liability.
5. Declaration of Sources of Funding – Clause 21
- Duplicates existing AML/KYC checks under Financial Intelligence Authority.
- Adds public inspection of funding declarations for a fee, conflicting with banking secrecy/data protection.
- Up to 5 years jail for false statements creates personal criminal risk for compliance officers.
6. “Economic Sabotage” – Clause 13
- Criminalizes publishing info or acts that “weaken or damage the economic system”.
-Risk: Vague wording could catch normal bank activities like credit rating reports, investor briefings on sovereign risk, whistleblowing on vulnerabilities, or FX market commentary.
7. Policy influence restrictions – Clauses 2(2)(f) & (g)
- Regulates anyone who “influences Government policy” or “influences the public to oppose Government policy”.
-Risk: Threatens UBA’s policy advocacy, World Bank/IMF reform programs, and banks receiving donor-funded technical assistance.
8. Registration requirement – Clause 14
- Any “agent of a foreigner” must register with Dept. of Peace & Security and get a 2-year certificate.
- Risk: Dual licensing for foreign banks, business continuity risk if certificate suspended, invasive “suitability” checks on directors’ health, revocation if deemed a “security threat”.
UBA’s 4 Main Recommendations
1. Carve-out: Exempt Bank of Uganda-licensed financial institutions, Capital Markets Authority entities, and Development Finance Institutions from “agent of foreigner” definition.
2. Primacy clause: Confirm Bank of Uganda’s regulatory authority governs banking, supported by FIA.
3. Align oversight: Use existing AML/FIA framework for foreign funding oversight instead of creating parallel regime.
4. Higher thresholds: Set significantly higher foreign funding thresholds or blanket exemption for normal regulated banking transactions.
@VBagaaya@nextmediaug@KKariisa@DaltonKaweesa No single Media house can organize a presidential debate, stop the arrogance and entitlement.
The debate can be organized by the National consultative forum, iPod, elders council and other related organizations. With neutral moderators.
Your work is only to broadcast live...
@KKariisa@DaltonKaweesa Until NextMedia enforces a communications policy especially with respect to external stakeholders, you will keep going around in circles trying to “balance” engagement. The “problem” is right infront your eyes!
@AlexNiyonzima@SamsonMKasumba 100%! but even the arcade demagogue doesn’t have an arcade with the quality that might suggest they have an idea of whatever it is they want to do.
@KKariisa@TomMakayi@SamsonMKasumba@francis_isano While at it Mr. @KKariisa, let’s review the programming at this beloved station of ours. ALL political programs will discuss the NUP week in, week out! This is suffocating! We have better policy related discussions we can have! The experts and material is vast!
@alfbyaru@KKariisa@TomMakayi@SamsonMKasumba@francis_isano@nextmediaug@nbstv Thanks @alfbyaru for this succinct summary. I know that the views of certain individuals do not necessarily reflect those of next media. However, I fail to reconcile the fact that it’s these same people that I have to watch at prime time! I have chosen to outlaw NBS in my house.
