I worked on the Paris agenda in the mid-late 2000s. There was real hope among developing country governments that aid could reflect their objectives and vision for development.
Two decades later, with each new analysis I work on, it hits me how badly we failed that moment.
Only about a third of aid is actually implemented by recipient country governments, firms and NGOs.
