Last year rail operating companies paid £3.1bn to rolling stock companies for renting stock. They paid £410m dividend.

That gravy train will continue at taxpayer expense.

The key justification for turning it, in 2021, from a long term regen project to being a shorter term one - therefore requiring the 90/10 structure - was the time-limited tax incentives that resulted from it getting freeport status in 2021. This is worth explaining so I’ll try:
