@XLProfessor @KofmanMichael @chrislhayes The lesson goes back farther. This is the Soviet army that lost to the Finns in 1939/1940 and not the experienced army that defeated the Nazi's in 1944/45. If you don't intentionally develop, it costs a lot of blood and mistakes to make good NCOs.

@XLProfessor @KofmanMichael @chrislhayes Most sources have missed this since the 1970's. The Russian (and Soviet) army has never had competent NCOs and the system did not understand the need for or the steps necessary to develop. Results are as expected.
