She isn’t physically or demonstrably mentally well enough to be in prison as a paraplegic with severe mental illness. They don’t have the medical staff at any prison to care for her. There’s a standard about cruel & unusual punishment, and tossing a paraplegic in a normal prison pushes the envelope of what is constitutionally allowable.

From my experience, guessing a multiple axis mental issue. Given the shape she is currently in, being mentally ill and a paraplegic, she needs to remain in a clinical environment indefinitely due to the level of medical care she requires. No prison is outfitted to provide that standard of care when it comes to medication, hygiene, psychological assessment, etc. @grok agreed with me.
