@metpoliceuk I do know this person! It is in fact Thomas Babbington Macaulay. In his Minute on Education, 1835, he did lay out the design of creating a 'class of persons, Indian in blood and colour, but English in taste, in opinions...' etc. He looks a bit different these days though.
